Мой перевод статьи профессора Питера Дейла Скотта (Калифорнийский униврситет, Беркли) "Ястребы, голуби и трубопроводная политика в Сирии".

Как и политика президента В. Путина в Москве, сирийская политика президента США Б. Обамы в Вашингтоне в настоящее время усиленно формируется «ястребами» и «голубями».
Слова Обамы, произнесенные 13 июня 2013 года, фактически означали две маленькие, но весьма зловещие победы «ястребов»: 1) установление факта, что войска президента Сирии Башара Аль-Ассада «использовали химическое оружие [т.е., отравляющий газ зарин] против сил повстанцев»; 2) последовавшее за этим решение «впервые начать поставлять повстанцам стрелковое оружии и боеприпасы». [1]
Оба объявления звучат весьма странно (если не сказать – неправдиво), особенно для тех, кто следит за событиями сирийского кризиса. New York Times цитирует заместителя советника по национальной безопасности Бенджамина Родоса (одного из ведущих иностранных политических консультантов Обамы), который заявил, что «не было никаких оснований полагать, что сопротивление имеет доступ к химическому оружию».

Если ничего кардинально не поменяется, можно ожидать, что подобная трагедия повторится снова – на этот раз в Сирии, где ЦРУ по похожему сценарию, в сговоре с Саудовской Аравией и Катаром, предоставляют оружие для суннитских джихадистов, а чиновники Госдепартамента ищут, вместе со своими российскими коллегами, путей мирного разрешения этого кризиса.
Альтернативой мог бы стать своевременный созыв международной конференции в Женеве (с участием или без различных повстанческих группировок, и, конечно, с участием Катара и двух других стран, не участвовавших в предыдущей конференции – Ирана и Саудовской Аравии). Все эти страны уже являются частью конфликта, а их народы, как и весь остальной мир, имеют законные интересы, достижение которых мирными средствами будет куда более эффективным [20].
